Based on the contributions made to an Interregional Seminar held in Paris in 2004, this report stresses the importance of skills development as a key factor in facilitating the social and economic integration of excluded groups. It draws attention to conceptual issues, policy challenges and options in skills development both within and outside formal schools systems. It also examines the strategies set up in Lao PDR, Mali, Nepal and Senegal within the framework of the Education for All (EFA) process, as well as the application of programmes to develop skills in Bangladesh, Cambodia and Niger.

This report is a useful working tool for all those concerned with the education of disadvantaged groups in cities and poor rural areas, ethnic and linguistic minorities, and out-of-school and out-of-work youths and adults.
